About Chris:
Chris Wood is an artist, poet, and actor who has produced events and organized communities across LA for two decades.

He entered the NFT space in the spring of 2021 with a Film3 Poetry project and quickly came across a fledgling Bright Moments on Instagram, where he was lucky enough to mint a CryptoVenetian that July. 

Since then he’s been incredibly active in many different NFT, Art, and Music communities, hosting and producing various events, and working with several Non-Profit Orgs across Los Angeles.

Chris Wood is looking forward to the future of a merging IRL Art & Tech, and is passionate about continuing the resurgence of the Venice Bright Moments community.

### tl;dr

### Proposal
Wallets that participate in City Selection snapshot votes will receive a 2x multiplier on their odds for any CryptoCitizens held during the subsequent Citizen airdrop.

This modification would not allow the same CryptoCitizen to win two minting reservations, it would simply double the odds that any Citizen held in an active voting wallet would be chosen during the raffle.

As an example, a wallet with 1 Citizen that votes on the location of City 8 would receive double odds of winning a CryptoTokyoite minting reservation airdrop.

### Argument FOR:
Rewarding voters with increased airdrop odds is an effective way to incentivize participation in governance decisions. By doubling the odds for wallets that participate in the upcoming City governance vote, more people may be motivated to engage in the process, leading to greater voter turnout and a more engaged community. This could ultimately benefit the project as a whole, as it could lead to more informed decisions and a stronger sense of community ownership.

### Argument AGAINST:
Favoring active voters with increased airdrop odds could reduce the effectiveness of the Citizen airdrop as a reactivation mechanism. Additionally, it may incentivize people to vote solely for the chance at a greater reward, rather than for the benefit of the project as a whole. It is important to ensure that any voting incentives do not compromise the integrity of the voting process or create a negative perception of the project.

As per our announcement on March 10th, 10% of all Berlin Collection primary sales are going to be donated to Ukraine relief efforts 🇺🇦 The purpose of this proposal is to select the organizations the funds (31.05 ETH) will go to. Bright Moments narrowed down the reputable and effective organizations in several different categories: humanitarian, military, art, LGBTQI, medical, and cultural.
CryptoCitizens are invited to vote and prioritize organizations from the list. In order for a charity to receive donation funds, it must hold at least 10% of votes cast. The outcome of this vote will determine how the funds will be divided and distributed to charities based on the % of votes received.

Its main goal is to support people remaining in the country and to provide them with immediate financial relief under the conditions of occupation and/or relocation.

### 2. Sergei Pritula Foundation  (military/humanitarian aid)

One of the most effective organizations on the ground in Ukraine, transporting and coordinating delivery of military and humanitarian aid. The founder, Serhiy Prytula is a well-known public person who has been volunteering since 2014. The Foundation of Serhiy Prytula has been supplying equipment, medical supplies and vehicles. Now, in the challenging times of the Russian invasion they also help deliver humanitarian aid to the civilians affected by war. The foundation opened its own logistic centers at the border with Poland and in Lviv for more effective cargo shipping from Europe to Ukraine.

Hospitallers is a Ukrainian volunteer organization of paramedics who are saving lives at the front lines right now. Its members are doctors and people of various professions and ages who volunteered to join the first aid squad and deliver life-saving support to all in need. The Hospitallers team unites 220+ volunteers in 64 crews. They deliver emergency aid in the regions of Kyiv, Mykolaiv, and Mariupol.

### 4. OutRight Action International (LGBTQI)

OutRight launched a Ukraine Fund because, in times of crisis, LGBTIQ people face higher risks. As soon as the Russian war on Ukraine began, OutRight’s partner organizations in Ukraine and surrounding countries reached out for help. As the invasion worsens, displaced LGBTIQ people are fleeing Kyiv and the eastern part of the country, forced to migrate to rural areas and to the west - including to other EU countries. 100% of donations to OutRight’s Ukraine Fund are being disbursed directly to local LGBTIQ partners supporting our community in Ukraine and neighboring countries. Contributions are providing emergency assistance to LGBTIQ people who need safe shelter, food, competent medical care, transportation for those who are fleeing, and other types of humanitarian support.

### 5. Aid For Ukraine (humanitarian)

Initiative is powered by the Everstake, Kuna and Ministry of Digital Transformation of Ukraine.  Aid For Ukraine is cooperating with the cryptocurrency exchange FTX which converts crypto funds received into fiat and sends the donations to the National Bank of Ukraine. This marks the first-ever instance of a cryptocurrency exchange directly cooperating with a public financial entity to provide a conduit for crypto donations. All funds raised through this effort go directly towards aiding Ukrainians and support of relief programs.

### 7. Artists at Risk, Perpetuum Mobile (art/culture)

ARTISTS at RISK (AR) is a non-profit organization active at the intersection of human rights and the arts. Since 2013, AR has built a network of arts and non-profits, municipalities, states and international organizations to assist, relocate and fund artists who are at risk of persecution, oppression or fleeing war or terror. Since the beginning of the Russian invasion, currently over 500 hosting institutions have joined the platform across Europe in order relocate and support the over 1000 art practitioners at risk from Ukraine. Recently UNESCO has announced a scheme in partnership with Artists at Risk (AR) to support female artists fleeing the war from Ukraine. Artists will be hosted by cultural and hosting institutions across Europe, and will be provided extensive financial assistance, networking opportunities, and chances to grow and expand in their field. Support will be provided for a minimum of three months.

BRT-10: City 6 Selection

### tl;dr

In response to community and artist feedback, the Bright Moments operating team is seeking input on the London Collection Mint Pass policy. 

The policy consists of three clauses that pertain to:
- How to handle unsold mint passes
- How to handle sold but unredeemed mint passes
- The presale wallet limit for eligible CryptoCitizens

Each clause has a version A and B that represent different perspectives within our community.

During the voting window, CryptoCitizens will be able to choose which version they agree with. When the vote closes, the Mint Pass policy will be published based on the clauses that received a plurality of votes.

### Context
Bright Moments empowers artists by providing end-to-end IRL minting experiences. As part of our IRL minting, we sell Mint Passes prior to the minting event that act as the collector’s proof-of-mint authentication and their exhibition entry ticket.

Mint Passes are NFTs that grant the holder the ability to mint a work from a specific artist’s collection. Each Mint Pass corresponds to an unminted NFT within a specified collection and the number of Mint Passes corresponds with the final collection size.

Prior to each drop and exhibition, Bright Moments works with artists to align on a creative vision and pricing for the collection’s Mint Pass. These conversations take several factors into consideration, including venue, solo vs group exhibition, collection size, market conditions for similar collections, and the ability of the Bright Moments team to support the artist’s creative vision for an IRL drop.

## 1. Unsold Mint Passes

#### **Version A: Continue to sell unsold Mint Passes**
In the event that there are unsold Mint Passes after the artist’s minting event has concluded, Bright Moments will keep Mint Passes available for sale unless otherwise requested by the artist. This enables the artist to benefit from future IRL minting events and continued interest from collectors who want to support the artist directly by purchasing a Mint Pass.

In the event that a collection has remained open for minting but not sold out, we reserve the right to request that the artist close the Mint Pass sale before conducting another drop with Bright Moments.

#### **Version B: Burn unsold Mint Passes**
In the event that there are unsold Mint Passes after the artist’s minting event has concluded, Bright Moments will remove the unsold Mint Passes from sale as the event has concluded. Unsold mint passes will be burned.

## 2. Sold but Unminted
In order to mint, Mint Pass holders must claim their NFT by staking their Mint Pass through a Bright Moments smart contract. This allows the collector to mint their NFT in-person (IRL) during the collection’s exhibition drop. When stated, some exhibitions may allow collectors to request a delegate mint that is minted IRL by a Bright Moments staff member on their behalf.

#### **Version A: Mint Pass Minted to Escrow**
In the event that a Mint Pass holder has not redeemed their mint by the time the event has concluded, Bright Moments reserves the right to mint all sold but unminted works to an escrow account until the collector swaps their Mint Pass to claim the minted NFT. The process to claim a minted work using a Mint Pass will be predetermined based on the index of the Mint Pass; the collector will not be able to choose a specific mint from the escrow account at will.

#### **Version B: Mint Pass Expires**
In the event that a Mint Pass holder has not redeemed their mint by the time the event has concluded, that mint pass is no longer valid as Bright Moments will reduce the edition size of the artwork when the event concludes. No works from the collection shall be minted outside of the event time window.

## 3. Presale Wallet Limits
#### **Version A: 2 mint limit per wallet**
During the presale, each wallet holding both a CryptoCitizen and Golden Token London at the time of the snapshot will be able to mint 2 Mint Packs and 2 Mint Passes per artist.

#### **Version B: 1 mint limit per wallet**
During the presale, each wallet holding both a CryptoCitizen and Golden Token London at the time of the snapshot will be able to mint 1 Mint Pack and 1 Mint Pass per artist.

BRT-9: London Collection Mint Pass Policy

The purpose of this proposal is to ratify the Bright Moments token distribution for London. This proposal puts forth the follow votes:

1) Reduce the supply of Golden Token London (GTLN) from 1,000 to 333
2) Replace the remaining Golden Tokens with cryptographic Minting Reservations (e.g. QR codes) for CryptoCitizen airdrop winners and local community recipients
3) Require IRL minting (including through a delegate) for CryptoCitizen airdrop winners and local community recipients
4) Cap the number of Core Team determined community distributions at 49% of the available supply (164/334)

In London, 1,000 new DAO membership NFT tokens (CryptoLondoners) will distributed and minted in-person (IRL) as follows:

- 333/1000 will be sold to fund the project roadmap

The following proposal outlines how the DAO Core Team will distribute 1,000 CryptoLondoner voting assignments.

### Local IRL Community
334 Minting Reservations will be available for local community members of London, UK.

Minting Reservations will be provided through nominations that are ratified by the Core Team and/or CryptoCitizen holders. New DAO member nominees that are ratified will be eligible to book a CryptoLondoner Minting Reservation.

London Golden Tokens will not be distributed to local community nominees. Instead, ratified nominees will be provided with a cryptographic Minting Reservation code that provides them with a scheduled time to mint a CryptoLondoner in-person (IRL).

Similar to previous cities, a nomination process will be organized and facilitated by the Bright Moments Core Team. CryptoCitizen holders will ratify at least 51% of the local community DAO membership nominations. This means the Core Team has the discretion to ratify up to 49% of the local community members. These community nominations will be used to secure local partnerships, grow the Bright Moments brand, and reward contributors who provide services to the DAO before and during the minting window.

### CryptoCitizen Holders

333 Minting Reservations will be randomly distributed to CryptoCitizen holders.

Minting Reservations will be randomly distributed to CryptoCitizen holders that opt-in and indicate their ability to travel and mint their CryptoLondoner in-person (IRL).

Winners will be eligible to book a CryptoLondoner Minting Reservation. London Golden Tokens will not be distributed to CryptoCitizen holders who win. Instead, winners will be provided with a cryptographic Minting Reservation code that provides them with a scheduled time to mint a CryptoLondoner in-person (IRL). The minting reservation must be redeemed IRL either by the holder or a delegate.

The Random Collector Selector (RCS) smart contract will use Chainlink VRF to select the winners probabilistically. This process will be organized and facilitated by the Bright Moments Core Team.

### Token Sale

333 London Golden Tokens will be sold to fund the project roadmap.

London Golden Tokens will be sold both publicly and privately to individuals and organizations.

Purchasers and holders of a London Golden Token will be able to trade their token on secondary markets until they use their (GTLN) to redeem a Minting Reservation. Once redeemed, the holder will be provided with a cryptographic Minting Reservation code that provides them with a scheduled time to mint a CryptoLondoner in-person (IRL) or through a delegate minter.

The sale and pricing of tokens will be organized and facilitated by the Bright Moments Core Team. The Core Team seeks to raise at least 400 ETH from the sale of London Golden Tokens. To date, 112 GTLNs have been sold, raising 111 ETH for the project roadmap.

London Golden Tokens will be sold as both individual items and bundled mint packs that would include unlockable perks and artist mint passes for the London Collection.

The Core Team reserves the right to sell GTLNs through the following mechanisms:

- A custom marketplace & smart contract developed and maintained by Core Team
- Direct listings on 3rd-party marketplaces, such as OpenSea (e.g. using a Bright Moments Storefront account)
- Private sales directly from the London treasury

Primary sale proceeds and any secondary market royalties will be held in london.brightmoments.eth treasury until minting is complete to cover expenses of the local project.

### Information about the vote:
- There are two available signer roles available (e.g. both of the nominees can be selected, it’s not one of the other)
- When voting, you can choose to vote “YES” by selecting both or either or their names
- To vote "NO", leave the option blank
- A 51% approval is required for each signer to be considered ratified
- 1% CryptoBerliner quorum is required for the vote to be ratified
- You must vote from a connected wallet holding your CryptoBerliner
- Voting power is proportional to the number of CryptoBerliners in the wallet
- Only CryptoBerliners are eligible to vote
